You can check the PAC is correctly installed by using the following files:
- A file named "_EnableColorOptionsGMND.package" In the downloads;
- A file named "_EnableColorOptionsMMAT.package" in [gamed] \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ EA Games \\ \\ \\ \\ \\ \\ \\ \\ The Sims 2 \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ tsdata \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ Res \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ Sims3D (whether the EP will have you installed in May, is the location of this file) is always present.
- A folder named "zCEP-EXTRA" in [Documents] \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ EA Games \\ \\ \\ \\ \\ \\ \\ \\ The Sims 2
- A folder named "zCEP-EXTRA" in [Program Files] \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ EA Games \\ \\ \\ \\ \\ \\ \\ \\ The Sims 2 \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ tsdata \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ Res \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ Catalog.

Once you have all the old files in the below mentioned points, the PAC is correctly installed.
If downloads are not yet May not mesh, you may not have enabled custom content, or not, expansion packs required.

I think you need to start activating the menu option to the game.
